Flood hits Changlang, Anjaw grim
Staff Reporter
ITANAGAR, Apr 11:  Heavy downpour since last week has caused much damage at various places of Changlang town. On Sunday night, as rain continued unabated, the newly constructed CC pavement connecting PK point to SP office suffered severe damage along with other roads at PHED and Agriculture colonies.
Rain water also flooded roads near Govt Higher Secondary School and caused sporadic mudslides at various areas. As per reports, the Margherita-Changlang road has also been damaged at several points.
Meanwhile, water and electricity supply in the township have also been hit.
‘At some places, rainwater also entered people’s homes’, Changlang DC Wayong Khimhun informed over telephone. Confirming that other than the damage to the said roads, no major damage has been reported in the town so far, the DC further said that water and electricity supply would hopefully resume by Tuesday.

Delay in appointment process miffs APCS candidates
[ Amar Sangno ]
ITANAGAR, Apr 11:  For successful candidates of Arunachal Pradesh Public Service Combined Competitive Examination (APPSCCE), the joy and happiness they lapped up after cracking one of the toughest civil service examinations has been short-lived. The inordinate delay in their appointment process by the Department of Personal has miffed many of successful candidates.
Expressing her angst, a candidate informed this daily that entire examination process has spoilt her excitement to be an administrator.
“They are (department) delaying our appointment, which is utterly unfair as we have already lost many years” she said. “We want appointment orders to come as early as possible. whatever other prerequisites must be completed at the earliest. This delay is unfair” she added.
Department of Personal has issued offer letters to successful candidates on April 1st last. And there are few more formalities they have to hobble through such as police verification and medical test before beginning of the training process. Unlike the UPSC and other state civil service commissions, APPSC doesn’t have fixed calendar for conducting Civil Service Exams. Moreover, in every batch, it is marred by controversies and legal challenges and petitions which have caused more delay.
The current batch has already crossed three-years in the process as Prelims examination was held on September 22, 2013. After two years flip-flop and flurry of agitations, the Commission conducted Mains Exam in July 2015.  It is learnt that APPSC has sent requisition letter to Personal Department after the declaration of Viva-Voice result.  The qualified candidates are reportedly planning to call on Chief Minister Kalikho Pul to appraise him to expedite the appointment process. This daily was unable to get reaction from the Department of Personal.
Fortunately, 12 candidates who have qualified for Arunachal Pradesh Police Service (APPS) have already left for training at North East Police Academy (NEPA). It is reported that Director General of Police S.Nithyanandam had managed to convince the Director of NEPA to allow them to join the training as the candidates won’t get chance to undergo course anywhere in North-East if they skip the training this year.
“It’s very fortunate for boys, as our DGP was able convince Director NEPA to enroll them, though the course had already begun” said Taba Gusar, Assistant Inspector General of Police. The PHQ also wrote to Home Department informing of ticking deadline of training calendar as there is no Police Training Centers in entire north-east which trains officers of Dy SP ranks. Taba also informed that PHQ had written to the Commission to have fixed date of declaration of APPSCCE result to catch up with NEPA training calendar. Procedure for training in NEPA begins every January and by early February training begins.

Everyone should support medical college project

Chief Minister Kalikho Pul recently informed that Govt. of India has released funds for establishment of Arunachal State Medical College cum 500-bedded hospital at Naharlagun. Union Minister for Health and Family Welfare JP Nadda told this news to the Chief Minister when the latter called on him at Delhi.  The first MBBS course is expected to start from 2017 in the available old structures of the old state Assembly building and other office buildings. This is indeed very good news for the people of Arunachal.

Health sector needs drastic improvement in the state. Thankfully ever since assuming the office of Chief Minister, Kalikho Pul has given major thrust on improving the health sector. Pul recently visited proposed site for construction of medical college at Pachin, Naharlagun to get better ideas about land issue. Now with government of India releasing fund, the people of Pachin should not create any unnecessary obstacle and whole-heartedly support the project.   Too much greed for compensation has already pushed state backwards. Already major part of Trans Arunachal Highway project has not started due to compensation issues. The start of medical college will bring in revolution in the health sector. Also Arunachalee students will get chance to study in Itanagar itself. Chief Minister Kalikho Pul deserves appreciation for his effort to revive this medical college project. If indeed the college starts functioning from 2017 onwards, his contribution will be fondly remembered in the history of Arunachal.

Definition of patriotism and nationalism

Dear Editor,

Individuals who truly love India do respect each and every citizen of their country by rising above all narrow divisive credential of race, language, caste and religion; lead an honest life and carry on their respective jobs with utmost sincerity and dedication; work for the cause of the downtrodden and tortured lot by drawing inspiration from the greats like Kailash Satyarthi; care for the environment and protect nature and greenery. In the dictionary of true lovers of the nation; national flags or anthems  are secondary items as they are nothing but mere symbols. The real nation lies in the hearts and human rights of common people.  Instead of taking prompt “offence” whenever the flag or anthem gets “dishonoured”; they feel infinite times more pain when human rights of innumerable poor people, vulnerable children, women, minorities and refugees (displaced by riots or climate change) get mercilessly trampled under the marauding feet of vested interests. After all those unfortunate brothers and sisters of my land form the real India.

Do the zealous sponsors of “patriotic” slogans like 'Bharat Mata ki jai' cry when their fellow brothers like Mohammad Akhlaque got killed by the brutes for his alleged “sin” of consuming beef? Do the self-declared patriots raise their voice when the dietary rights of certain communities get assaulted or their place of worship get vandalised? Why do the self-declared devotes of “Bharat Mata” remain mum when our cousins from the North-East get abused, assaulted or killed in the “mainland” or “progressive” cities named Delhi and Bangalore? Are they not sons or daughters of “Bharat Mata”? Rather these “patriots” are the very lot who are working overtime to degrade this multi-lingual multi-religious heterogeneous secular democratic and potentially great nation into a colony of Hindu and Hindi-speakers. This is the very reason why all norms of Hindutva are being barbarically imposed on this diverse nation along with zealous sponsor of Hindi by relegating all other Indian languages into oblivion.

Who will enlighten the dark minds of these rabid zealots that switching off the lights and fans when not in use(be it in home or workplace) is a much greater patriotic task than playing to the gallery of chanting mere slogans in shrillest voice possible?

Who will teach the “nationalists” about the basic fact that India gets truly assaulted when the Constitutional right of practicing any religion and the Constitutional guarantee of freedom of expression comes under the threat of extinction? Why doesn’t the "patriotism" of the slogan-shouters get assaulted when innumerable Rohith Vemulas of this land are forced to commit suicide following blatant casteism and numerous innocent couples get killed in the name of "honour" of the family? Why doesn’t the “nationalism” of the “patriots” get hurt when vitriolic attacks are launched against the Indians who dare to call a spade a spade and express their anguish over the deluge of intolerance being witnessed throughout the country? They are merely exercising their right of freedom of speech and expression as guaranteed by none other than the Constitution. If anybody differs with their thought, he/she is welcome to thwart it through debates and forwarding of logic. But by drawing “inspiration” from the Taliban-mindset, the “nationalist” brigade is going all-out to character-assassinate them and brand them as “anti-nationalist”! By definition of which logic, can those “patriots” afford to beat their own trumpet of “nationalism” despite cold-bloodedly assaulting the very basis of the country ie democracy, tolerance and free speech? Actually those "nationalists" who force all to chant rhetorical slogans hold no moral right to live in this democratic country.

Thanks to the environment of "Good Days" prevailing in India, we have simply got confused about the definition of "nationalism" and "anti-nationalism"! If killing of intellectuals and rationalists like M.M.Kalburgi and Govind Pansare for their "sin" of not succumbing to the diktats of the communal brigade do not amount to "anti-nationalism"; if infringing upon the dietary habits of certain communities and killing of innocents for their alleged "sin" of consuming beef do not get regarded as "anti-nationalism"; if cold-blooded attempt to murder the diversity of this heterogeneous  democratic secular country by imposing a particular religion and language upon all get treated as matters of "nationalism" --- then it is high time we revisit the dictionary and amend the definition of "nationalism" and "anti-nationalism"! If mere symbol of the nation like flag or anthem gets priority over the plight of millions of common Indians trampled under the marauding feet of demons like poverty, illiteracy, hunger, child as well as bonded labour and sex slavery in the name of “patriotism”; if “patriotism” means flaunting our "elitism" by attaining Mars orbit, never mind if millions of our very own are bereft of minimum basic right of potable water and toilets --- then I refuse to call myself a “patriot! If “patriotism” “inspire” us to launch vitriolic racial sexist assault on Maria Sharapova for her “sin” of being ignorant about a certain “God” named Sachin Tendulkar; if “patriotism” “inspire” us to tweet that from now on  the “whole country” will go to sleep “peacefully” at night following Tendulkar’s attainment of that statistical jugglery named “Century of Centuries”, by displaying supreme inhuman difference to the plight of millions of Indians(including children) who have to go to bed(infinite on pavements) with deadly pangs of hunger in their stomachs night after night; if “patriotism” “inspire” us to sweep all social ills of India under the “nationalist” carpet and malign that great humanitarian named Satyajit Ray for his “sin” of “selling poverty” in international forum; if “patriotism” “inspire” us to build world’s highest  statue at the State's expense  so as to "mesmerize" the world and to display supreme indifference to another noble human being named Kailash Satyarthi as his yeoman’s service has exposed the bitter truth of existence of millions of vulnerable child labourers in this “elite” country before the entire world --- then we should hang our heads in shame for our skewed inhuman definition of “patriotism” and “nationalism”.

No true Indian will chant rhetorical slogans so as to pass the litmus test of “patriotism” as defined by the communal “nationalist”  brigade. Rather their all-embracing work, tolerant thoughts and democratic ideals will talk about their dedication towards India. And I desire to end with Rabindranath Tagore’s assertion “Never allow patriotism to triumph over humanity”. Remember this very person came up with number of swadeshi songs, including ‘Jana Gana Mana…’ reflecting his deep love for the country. But Tagore’s love for the country was not limited to mere flags or zealous chant of ‘Bharat Mata ki Jai’; but got extended to respect for values, humanity and an earnest yearning for an environment where the mind is without fear and the head held high.

Yours,

Kajal Chatterjee

Citizens have been taken for a ride

Dear Editor,

The present state government seems to have settled down, but issues based on which the new government was formed remain unsettled. One cannot forget the several protests, rallies, dharnas in state capital against the previous government on issues of corruption, financial mismanagement, fund embezzlement, PDS scam etc. The birth of so called Jan Andolan Committee (JAC) under the Chairmanship of Tame Phassang – an offshoot of BJP’s crusade against the Congress government - was to level charges of corruption against the then Tuki government and demands were made for rigorous investigation. The then Peoples Party of Arunachal (PPA), even if without an MLA, acted as a strong opposition by joining BJP in its tirade against the Tuki government in same veins. BJP-PPA combine took off vociferously ever since 21 Congress dissidents backed by the central leadership of BJP started an open rebellion against the then Chief Minister Nabam Tuki led government.

All along, JAC along with PPA & BJP have been demanding Governor J.P Rajkhowa to recommend CBI enquiry into PDS scam and accordingly, if reports are to be believed, Rajkhowa has recommended for CBI enquiry during the promulgation of President’s Rule in the state. Present Chief Minister Kalikho Pul, during his days in exile, was also very much vocal about the alleged corruption and financial mismanagement by the Tuki government. He too had on several occasions demanded CBI enquiry into PDS scam and other allegations.

On the other hand, it is learnt that the Gauhati High Court Itanagar Permanent Bench has passed an order dated 23rd March last to make payments to few PDS contractors to the tune of Rs. 270 Cr within three weeks.

Where have the demands for CBI enquiry and other investigations gone? Where has JAC disappeared? What happened to PPA and its demands, which now runs the government? Why has Pul and company gone soft on the PDS contractors involved in the scam to the level that the present government is willing to release their illegal payments?

It is for all to see that JAC, PPA, BJP and all PDS contractors, most of who are honorable are part and parcel of the present government!

It seems all the protests and shows of voicing concerns of the common citizens were just a drama. We the common citizens have been taken for a ride.

Yours,

Bengia Phassang,

Mumbai
